Scott is a partner and leader of the state and local government advisory services practice for MGO. With more than 30 years of experience in high-level organizational management and local government leadership, he’s led multi-billion-dollar operations for various California local government entities. His roles as assistant city manager for Concord, California; assistant city administrator for Oakland, California; director of finance for San Jose and Milpitas, California; controller treasurer for Santa Clara County; and assistant finance director for the city of Santa Clara, California; have earned him a national reputation as a leader in managing municipal finances, investments, debt, and budgets. He and his teams have received numerous state and national excellence awards.
A past president of the California Society of Municipal Finance Officers, Scott has served on statewide boards and as a member of numerous national and state associations. Frequently, he presents on topics including strategies for mitigating municipal employee fraud, the Dodd-Frank Act, navigating IT system implementation challenges and establishing responsible cannabis regulations.
